It's a similar ruling as judaism and christianity (Rebbekah marries Isaac for example, and more descriptions in Leviticus 18:6–18, Leviticus 20:17–21 and Deuteronomy 27:20–23) with the exception that in Islam it's advised anyways to not do so by the companion of the Prophet (Peace and Blessings be upon him) especially in repeated succession of generations.

First cousin marriage is not that dangerous the first time "Children of first-cousin marriages have a 4-6% risk of autosomal recessive genetic disorders compared to the 3% of the children of totally unrelated parents."

However, if repeated by succesive generations the risk of disability becomes higher and higher like it happened with that dynasty of spanish kings.

i dont really think blame could be fully put onto islam.
i genuinely think humans are just stupid, unworthy of earth.
