Why does my eye area look so awful

I’d like for my eye area to be rated and help with improving it as the eye lid pulling and other exercises don’t seem to be as affective

fat above the eye makes it appear more negative than neutral/positive
no eyelashes
visible eyebags
crows feet
minor pigmentation around the eyes

how are you supposed to rate eye area
it looks bad because of negative hooding , not canthal tilt
