Firstly, I hope you're not talking about yourself. You are not evil brother
A truly evil person would be controlled by their emotions. Rationality would not exist within such a person. All those psychopaths etc you see, have had unfortunate childhoods paired with unfortunate brain chemistry. They are not inherently heinous

There are few who existed who were truly evil, and they would act purely on impulse. They would not be asking questions like you..
But no need to focus on those types of people
Focus on the good in life. The more you surround yourself with one side, the more you will be represented by it
And the life quality you have, surrounding yourself with negativity, is way worse than one who surrounds himself with positivity.. even if we do live in a world that is fundamentally negative

We are lucky we were born in a time, where we don't have to be forced to adhere to the limitations of nature.
You have the chance to see good rather than bad, yet you are not choosing it

To answer your question, as I mentioned earlier, the people we unknowingly label as "truly evil", are those who had unfortunate brain chemistry in addition to an unfortunate childhood.
We know nature is brutal, and all animals are capable of empathy, but humans have the highest mean empathy awarded to any animal group. We have evolved to develop higher levels of empathy, but at one point in time we did not have it.
I think evolutionarily, at one point in time there was a higher number of people with lower amounts of empathy, the cavemen brutes perhaps, but they did not turn to commiting atrocities, due to having the "nurturing" and loving childhood a mother provides

It's built in women, so as to not only protect a child from others, teach him right and wrong, but also to protect others from him... when he grows up.
So the lion doesn't go around seeing other humans as sources of meat, that he can take advantage of

Which means it was successful in the objectively right direction

Because that's what growth is. Refining, not just for this specific case but for everything in life

I don't disagree, I said myself that part of it has to do with having an unfortunate brain chemistry (i.e. genetics).
But the difference is, that you seem to hyperfixate on this specific thing, and you conflate a correlation of genetics with environment as being significant enough to trump the individual effects they have

Not everything revolves around genetics. There's thousands of factors that make up a childhood (i.e a chunk of your life).
