My lower third is good. I have a decent jawline, chin and cheekbones.

I wouldn't call my eyes bad, I'd say they are average, nothing special. They are brown as well. Average = bad.

I’d say at first sight lower third determines your entire facial structure and eye area determines how striking and unique you are. Hard to say which one is more important. But in the long run I think eyes are more important because as I said they are basically your ID card: people think of your eyes when they remember you.
