It just so happens that test levels began dropping roughly around the year that estradiol based birth control was invented and released for use in the US. Testosterone levels in men have a strong negative correlation with estrogen based birth control use in women. Its because they piss it out into water that gets recycled for use as potable water that we cook with, clean with, bathe in, and drink every single day. There has been "tests" on estrogen presence in water that claim the levels are "insignificant" but they evaluate this based on an acute dose metric, rathed than chronic exposure. Yeah consuming 0.1mg of estrogen once a week is going to have absolutely no noticeable effect on male endocrine function. Consuming 0.1mg every single time you shower, use your dishes, eat food, drink liquid, wear clothing washed in recycled water, or use some kind of product on your skin manufactured using water on the other hand is a different story. Estrogen bioaccumulates as well and is only secreted when it's ingested in extreme supraphysiological amounts, aka, when women take their birth control.
