Why is ChatGPT so retarded?

I made a prompt that gave almost entirely identical ratings to ones given by 'professional' raters (faceiq etc) (with a sample size of about 20), but then when I open a new chat using the exact same prompt and same pictures it either rates models ltn or politely rejects the request. Does anyone know what causes this and how to fix it or does this bot have rotter/coper split personality disorder?
