SpaceX makes rockets which are dual use military and civilian so it fall under the U.S. International Traffic in Arms Regulations (ITAR) so they have mandatory requirement for all employees to be a citizen or permanent residents. Because of ITAR SpaceX cannot hire foreign nationals even highly qualified ones. This is like asking why Raytheon, Lockheed and Northrop Grumman is mostly white.

He is a industry expert. His resume speaks for itself. 30+ years of experience in engineering with experience on working on cryogenic engines, reusable rockets and propulsion systems. It is next to impossible to find people like him who are not working for NASA in the US.
