Lets say i weigh 200lbs and stop gymcel

when i lose muscles and still remain at 200lbs, will the fat go to the face or just replace the muscle

otherwise i have to lose weigh so my face wont get fat

no, fat won't replace muscles. If you stop working out then your muscles will just start to get a bit smaller

but if i remain at the same weigh that means i will put on fat including my face?

Muscle won't convert to fat directly

But muscle is more expensive for the body to keep than fat

While being inactive your body will lose muscle
Meanwhile if calorie intake stays the same then you will gain fat

How you stay at the same weight if you lose muscles?

It means you replace it with something else.. so yes, you get fatter

Just train at home if you're quarantined, its enough to maintain

OP
This is gonna be aspie tier but hear me out

Eat for 3 days what you normally would
Weigh all food and beverages except 0 calorie ones

Take an average of these calories
This is your maintaince calories and probaly a bit above

Either stay at these calories and do cardio for 500 calories

Do home workout to maintain mass and drop calories by 200

Or do cardio and home workout and keep calories the same

Then check weight every week to see if your over eating

If you weightlifte before you should not gain weight as the best you can do is maintain muscle
