I am 164@5'9" and have about 17-18% bodyfat (as measured in a gym by a professional), will going down to about 155 make a big difference?

Make sure you go down slowly to 12% bf and maintain that year round. Cutting down to 12% should give you more facial definition, no matter how crappy your bones are and gives you a sixpack/body halo.
