no fucking way you need at least core i7 7700 and GTX 1070 to run it on high but i'm sure it can run on low at 40-50 FPS

Buy gtx 1070 or gtx 1050ti. And a icore7. 8gb ram will be good enough since 16 GB Ram is pretty much useless

I had the same config as in the OP and could run it easily 50-60 FPS on max settings.

Well that was maybe years ago with older updates, idk about now. But even then he could run it fairly well. And also my i7-4790k might have quite have an impact on it.
