Would a face mask be able to cause CCW to the Mandible?

I’ve checked around and I know it can push the maxilla forward, could it push forward and rotate?

Because if your lower jaw projects forward it could start to upsweep but i realize now that makes no sense because downward growth cannot be reverted for the most part
