yeah. the forward growth of orbitals (cheeckbones) and browridge/forehead are not in proportion with maxxila and jaw forward growth.
Forehead is very recessed

While ideally, someone has more height in the forehead, not slopping much.

So basically the entire structure of the frontal bone is recessed

Because it isnt just bossed/browridge cuz the left guy has it.

But actually i think it's because the left guy is bald. the supraorbitals are part of the forehead, a high hairline exacerbates the sloping angle.

That woman in OP, by the way, also has a shit browridge. But one can hae a good browridge and "deep set eyes"; but still have above that the recessed short sloping forehead.
