Because of the EU freedom of movement, most of the smartest/talented Italians move to Germany/Nordics because of the higher salaries, so there’s a lot of brain drain. Leaving most of the rest of the Italians, especially in the South where basically the only jobs are in tourism or hospitality, with the shit salaries (~1000€ a month) and no choice but to live with their parents.
Italy’s economy have been in a virtual stand still in the last 20 years (it only grew 7.9% between 1999 and 2019 - for reference there are European countries that doubled theirs in that timeframe). Med countries are being taken over by Visegrad ones, Czechia has is already getting richer than Iberia and soon Italy. You could even make the argument many Italians enjoyed a better quality of living in the 1990s as now
