X-Ray Results.. Is it over for me?

Just went to an orthodontist office and got x-rays for my recession. They basically said "your teeth are perfect and although your bottom jaw is recessed, your top jaw is recessed equally so they 'equal' out." The main guy told me that if I really wanted I could go the surgery route, and orthodontics can go hand and hand with surgery, but as for orthodontics alone i don't need/wouldn't benefit from anything. For example he was telling me about a surgery where they cut part of your jaw bone off and put it back on at a different angle.

Is it over for me? Is there anything I can do (other than surgery) or should I just start appeal maxxing and saving up $

He could pay 2k extra if he wanted the surgeons to focus on aestetics aswell ad not just 100% ortho

he was basically saying if i want to fix recession i need both the bottom and top jaw to move forward so two surgeries ?? Idrk. they were all basically saying i dont need to do anything so they werent really giving me many options yk
