To setup AI. You basically go through 3 stages. Collect, Train and Test. Collect a labelled dataset of anythin you want the AI to learn from like scam emails, phising links, messagws anything works as long as it is a labelled dataset and is relatively clean. Then pick a language model. Hugging Face has pretrained models you can repurpose for your use case. Then train this model on that dataset either by renting data center resources or if you have a powerful GPU running it locally. Test it and then based on accuracy and F1-score make tweaks.

There are multiple ways you can do that Preprocess the data with the model's tokenizer. Adjust hyperparameters like learning rate and epochs etc. You can Google them or use chatgpt to help you with it. Im not a ML engineer so im not qualified enough to give you specific advice.
