The biggest hurdle is that traditionally you have to pay middlemen. The duma banning surrogacy for non russians is actually a good development because

1. It means that you don't seem inherently untrustworthy for trying to get a surrogate mother in the black market.
2. Everyone being forced onto the black market forces you to actually learn Russian and go yourself because there's no way any sane person is trusting the Russian mafia with their money.


You'd need to learn conversational Russian and you are good to go. Statistically you would probably only need to traverse like 10-15 villages before you find a 130 IQ Stacylite.
