T affects maturation and thus has an effect on penis size however there are other genes at play that determine penis size.

correlation =/= causation, changing your testosterone levels probably won't impact your size at all. However if you're prone to being big, there might a likelihood that you'll be high T aswell.

Obviously genes can have hormonal feedback loops, such as an allele might respond more significantly to prenatal T levels than others. Both of you could be correct.

anectotally I'm pretty sure I had low t as a teenager, just looking at my face, my build, my fat distribution, my energy levels, my high voice, almost no body hair, yet I still have a bit over 7inches, so I guess as long as you have atleast a bit of dht and testosterone, dicksize is mostly determined by genetics
