Environmental factors do have major consequences for IQ. Your genetic baseline is your foundation. Enslavement, disease and nonstop war can severely detriment one's IQ. I believe the biggest factor of an individual IQ (if not a slave and in constant qar), is your oqn drive. I believe a person from any race can develop a high IQ and overcome their genetics and environment (unless a slave or in non stop war).
