It depends on who you include for the calculation. If you include the entire population, including senior citizens, then yes.

If you include only men between 18 and 40 years old, and discard third-world countries where people literally fight for survival, it might well be that about 20% or so of men fit your characteristics. Competition is fucking brutal out there.
