Not really that still in the realm of normal. Only subhumans stop growing at 16 or earlier. I’d say growing past 19/20 is late puberty. Which is why people who start puberty late tend to be taller since the delayed puberty keeps growth plates open.

That's not how delayed Puberty works and no Growing 4cm from 17-18 is not normal it is outlier.
