70 test is perfect, anything above a TRT dose is very bloating and estrogenic. The rest is definately too much and it'll probably close his growth plates prematurely

Superphysiological levels of testosterone will increase your estrogen as well and close his growth plates. I'm not saying he should run an AI, I'm against misuse of AIs for the effects on brain development but if he's be taking 250mg of test for 3 months it'd be a good idea to add an AI to manage the estrogen
