Just looking at the vid, it seems unjustified, but as a general rule, police aren't disproportionately harsh with black people. Blacks make up a higher percentage of cop killers than people killed by police. We also can't see into this police officer's mind. Just because he got trigger-happy in this instance doesn't necessarily mean he was doing it out of racial malice.
