Yes it is. But it's more so your facial proportions as a whole. Your lower third is small and your midface is very big.

A rhinoplasty would definitely help, but you might not wanna do that which is okay. So try fixing other aspects first

It is a big flaw and no. Changing other things wont magically fix it.
Once again, it's both your nose and your midface as a whole. You can't fix that without surgery. But if you dont wanna do surgery or you wanna wait, you should focus on other things first.
