17 M Is my maxilla recessed or downgrown? If so, what options do I have?

Your maxilla doesn't look recessed or downward grown
Th midface projection (area under the eyes to upper lip) looks reasonably forward, not sunken.
The jaw line and chin don’t suggest a strong downward rotation pattern.
There’s no obvious sign of a very long lower third of the face, which is common with downward growth.
You have nothing to worry about,
