My dick is a good size and im normal height (5'11), but I have a young face, no body hair, and a young voice. Does this mean I am not done with puberty? Will my frame/height/bones continue to improve?

Possibly. Or it could be your natural genetics that you don't produce much body hair, or have a younger voice and face, as your body could use DHT differently. The best thing to do is get a blood test, frame is guaranteed the get bigger at your age to my understanding for at least a year.
