You’re a bit recessed so your side profile isn’t the best but your front is ok, I think getting leaner and going to the gym (neck curls) will help and then see where you go from there

There is no way to improve really apart from cut and get a new haircut maybe dye your hair and eyebrows dark brown it'd match more with your eyes
I think your lower third would come through well if you got to sub 10% bf
