This is someone from the DPRK (North Korea) posing as an IT worker, they infiltrate tech companies and blockchain/crypto projects using Upwork and fraud/extort money from them. They need Upwork accounts to find more victims so they pose as someone trying to buy your account off you. You can read a twitter thread on this here:
