However if you are going to then yes 28mm is way too small, I can only think of ladies model watches that small, and they have 5 inch wrists.
You are better focusing on a 36-39mm watch (might limit you a bit as over last 10 years trend is for bigger watches) but finding one that 'wears' small. This is more about the depth of the watch, shape of crystal and case back, and also the lug design.
If you have a few in mind post here and if I know them I can reccomend.
