I could be wrong but I think it keeps going down bc of server problems, DDoS attacks, controversial content causing hosting or domain suspensions, domain registration issues, heavy moderation causing community conflict and lack of funding or technical support. So if that the case I think to fix ts, owners should use reliable, protected hosting, keep regular backups and mirrors, renew their domain on time, improve moderation, communicate downtime clearly, avoid content that risks takedowns and secure steady funding or technical help.
