I'd argue, albeit changing the criteria, that Switzerland, Germany, Denmark, UK could replace France (France gas deeper social and economic issues than these), but the list is pretty good

Germany doesnt give a shit and UK certainly doesnt give a shit.

Also France has an insanely lethal military and asserts dominance in a lot of places. Its just less powerful than only Israel and The US

I put it at #2 because they value Individual Life way too much. They have respect and actually care for the needs of the citizens. Anyone fucks with an Israeli => Its fucking game over for them

Their military is extremely advanced as well, most importantly their spy tech and warfare mechanisms more so that their direct armed forces. Most of its arsenal except for the spy tech and warfare mechanism comes from The US anyways, and they get the highest and latest % of it. So they're instantly #2
