Contrast is extremely important, and you can make your eyes pop with an LED lamp.

The white light will make your eyes pop way more than warm room light normally does.

I think if you had darker eyebrows, your eye color would pop more. I'd say dark brown, but only if you darken the rest of your hair as well.
