Nah bulk first imo. You have too little mass. I was your weight at 16. Trust me you aint gonna gain much fat if you bulk 10-15 kg since you are so skinny. Better to cut after that

i’m planning on gaining muscle so will be a slow process, i don’t see a need to gain fat I don’t think i look anarexic or anything i have some muscle

I'd recommend setting 60kg your target goal, and then just maintain that.
