Injecting steroids will do nothing for him except hurt him if the goal is to look better facially

He needs surgery. Specifically something to fill in that missing orbital mass

Whether it'd be supraorbital implants or fat grafting, he may need both

Unless he has actual SFS, he will get best ROI with orbital surgeries, resolving that he will at least be average looking

Canthoplasty will not help the "bug eye" appearance at all

It's the missing orbital mass causing that appearance, whether it's bone or fat related, and in his case it looks to be both
