There are all kind of different features combinations, there's no rule, it's just luck and genetics coding. I have seen people with tiny jaw yet they had wide palate.

It's because the rest of her face has forward growth. Narrow palate usually refers to people who have bimaxillary protrusion or where the mouth region doesn't keep up with the palate forward growth so it's emphasized and looks stupid.
