A Ret-HC HYDROCORTISONE (AS ACETATE)

Does anyone have experience with this cream? I have used Retin-A and hydroquinone before, but what's the 3rd substance? Hydrocortisone Acetate? Is it safe to use?

I think it reduces inflammation which can cause hyperpigmentation in the skin but also prolonged usage has been known to thin out skin.
