What actions would you take?

Ban contraception and abortion, including condoms and start mass blackpilling campaigns. These are the main offenders. Hypergamy can be fixed by encouraging and incentivizing loyalty. At a state level this can be troublesom as it will be too controlling, so it will have to be enforced locally. But this can also be done on a state by regulating the channels that hypergamy flows through, such as online dating, social media. The issue is also shared with media. People can and will be literally manipulated to do everything you want them to do with media. Hire industry plants and create a whole upper caste that represent good values of choice, whether its a black celebritiy to influence AAs, or a white one to influence WAs, or politicians, memes, dark humor etc. You can enfore any type of rule doing this, whether its religious preference, laws etc. So this alone really could fix the entire problem by 50%. The caste's behavior trickles down into the lower class, just like a pyramid. So it will be enforced locally and individually instead of dictated on a higher level. Popularize non hypergamous archetypes, and make the manner of hypergamy not popular, as well as help popularize incel archetypes. Socieoeconomic balance is also a huge offender. No point in even going deep into that as its going to require stating a lot of prerequisite issues..
