Yeah, in some tribes, they can have blonde or even blue eye.
The Aboriginals of Australia have blonde hair and blue eye in some tribes as far as I know.
Blonde hair is just a mutation, its not related to race. In hot temperatures and sun for example, the body produces melanin which makes the hair darker to stay cool.
Indians also get darker skin color because of the sun, since the sun heats the skin and the body produces melanin to stay cool.
