Tough question, but in this very case I'd say no because the location (North-Western Europe vs South Asia) is way too far away from each other and those people have virtually no connection to each other anymore (except being indo-europeans, but still). There are many pseudo North Atlantids (dark brown hair and blue eyes) in the levant and South Asia like the guy I posted, so there's that. He's more of a indo-nordic type imo.

Technically no, pheno is bones + soft features + colouring. Some ethnics can pass for white/ have white pheno like levantine arabs .

Colouring, height, nose shape, facial length, occiput protrusion and shape, and even shit like chin width. Combination of many factors basically, hence you can't say someone's a North Atlantid just because he has the same colouring a "real one" has.

You're absolutely right, it's a very flawed concept since nobody ever fits ALL the criteria for being a pure specimen of a phenotype. That being said though, my main point was that colouring =/= pheno and that it's a very strange and complicated concept in itself.
