It's bullshit. Nothing except cutting down to 10-12% body fat will achieve this.
Even then, you will look sickly if you don't have good forward maxilla growth for undereye support - you will just look like a drug addict or Auschwitz survivor.
Even then - if you simply don't have enough bone mass, there is nothing the skin can drape off of and you will just look sickly at low body fat instead of a model.
If you lack that bone mass, fillers or implants can help - but implants in particular could also make you look like a deformed Ken doll (or "gay alien" like PSL sites like to say). Too much filler can also make you look very uncanny and ugly.
High set vs low set cheekbones is genetic. A MSE (maxillary skeletal expander) can improve your cheekbone prominence but you cannot move your cheekbones. Your best option would be implants but you want to make sure that your teeth are alligned properly and you jaw is large enough to properly accomodate your teeth.
