This had to be this way cause the soviet union was still in development during the WW2, remember that the russian revolution happend in 1917, so the USSR was still an young nation trying to build an industrially developed country from scratch, since the czarist Russia was pretty much a feudal nation

The Soviets didn't rely on numbers though pre mid 43. It is a common misconception that they outnumbered the Germans from the start, they were the ones actually outnumbered in 41 and through most of 42. Germany didn't have a manpower shortage either and year by year replaced its numbers, even adding more divisions to the mix, albeit they were not battle hardened like the previous ones.

By Kursk nearly every German operation/concentration of forces was known by the Soviets since the German communications were encrypted and the Germans were none the wiser until the Bulge. This allowed the Soviets to coordinate their attack in a Schwerpunkt and deploy huge number of divisions to certain sectors of the front, where the Germans didn't expect them. This is why in 44 and 45 the Soviets would sometimes outnumber the Germans 5 to 1.
