I believe it's primarily determined by the fat / muscle size under the lower lower eyelid, rather than mostly by the bone. Without fat there you won't get aegyo sal, but with good under eye support you wont have bags either. Aegyo sal is above where eye bags form.

I've always had bad under eye support,m but when I was younger I used to have quite prominent aegyo sal.
