Been looking around and I haven't seen nearly any threads on allergic rhinitis, and under eye health is usually advised to "just use under eye cream". This guide will talk about allergic rhinitis (will be shortened to AR for the rest of this thread), and affects of under eye area on your looks.
AR (Hay fever)
AR is an allergic reaction to airborne allergens, which can inflame the nose and eyes. It's caused either by seasonal reactions (to pollen, weeds, ragweed), or year round allergens like dust mites, mold, and cockroaches. Obviously genetics play a role with sensitivity to allergens.
Affect on looks
Chronic AR causes periorbital hyperpigmentation, which take the form of dark, blueish-purple or gray bruises under your eyes. This isn't a direct relationship though, dark circles are caused by nasal congestion (which is caused by AR), blocking venous drainage, causing blood to pool. Veins under the under-eye skin (which is very thin) dilate and darken, making dark circles. This means swollen under eyes, a tired and aged look, ruining aesthetics. Before you say "buh tired/dead eyes halo"
These eyes have literally no dark circles, it's just some shadowing around the actual eye that gives this halo. Also the "tired eye" halo only work if you already look attractive and have good features. Dark circles don't make you look interesting and appealing, they make you look like a basement dweller
How to Fix It
Prevention is important, if you struggle with this and it goes away for a little while, make sure it doesn't come back. Air purifiers, dust mite covers will prevent year-round allergens, and keeping windows closed and washing sheets and pillow covers will ensure pollen or seasonal allergens won't linger.
If you already have it, it's pretty easy to get rid of it. Intranasal corticosteroids (mometasone sprays, fluticasone, etc.) will reduce nose inflammation.
Eye drops for ocular symptoms could also be needed, but they won't do very much for your under eyes.
If AR is really bad, maybe look into immunotherapy for a long-term solution. Come in the form of injections or sublingual tablets.
If you already have these dark circles, eye rubbing makes it worse, so just avoid that.
More About Under Eye Area
AR isn't the only cause of poor Under Eye Area. there are tear deformities, crepey lines from dehydration, or puffiness.
Poor sleep often leads to poor UEA, obviously AR contributes as well.
If you find that AR isn't the issue with you're UEA, then look into finding a different cause.
No matter the cause, one very easy solution to poor UEA is makeup. Just match the colors and you'll usually be fine. This thread was more so about looking into more permanent solutions.
