See the first thing you should do to establish a totalitarian regime is to unarm the public, by staging three shootings it gives them reasons to regulate and remove guns off the public, then after that they have full control, no serious rioting can happen when the public is unarmed.

I think the (((elite))) have wanted to disarm the people for a while and Columbine was prefect for them. They saw the mass hysteria and panic it caused. And obviously people are easiest to control when they are scared..

The political philosopher Sheldon Wolin coined the term inverted totalitarianism in 2003 to describe what he saw as the emerging form of government of the United States. Wolin analysed the United States as increasingly turning into a managed democracy (similar to an illiberal democracy).
