I have hardly any hair on my arms, chest or face

If i were to let my facial hair grow out for 30 days it would be light stubble just round the mustachche chin and jawline, no hair or hardly any hair on the cheeks

I grow a lot of hair round my groin though, insane amount, ever since 14-15.

We can not say for sure,not everyone is hairy.
What age you started pubery?One of the first signs of puberty are pubic hair if i am not mistaken.

Doubt it i was the same as you at your age when it came to facial hair. I hit puberty at around 16 and still don't have a beard. Only mustache and chin hair.

lol. I mean I dont know how it is today. According to this forum its impossible to get close to a girl irl now, but it always was hard. You need balls, approach, show dominance etc.

look at your dad and then look at yourself, thats how you can tell if its t/genes or puberty. also low t probably means low e so growth plates still open

im in a similar situation btw
