Things like oral minoxidil combined with dut, depending if you caught it early etc etc and say a year goes by you should in theory be on that 100 percent microscropic follicle gain?

And perhaps some other things to speed up the process, what do you guys think cope or W?

Depends heavily on your genetics but if you do everything correctly with good genetics hypothetically sure

"Norwood 0" doesn't exist; it's just Norwood 1 with a naturally lower hairline. Besides, hairline follicles are highly androgenically sensitive. You'd probably have to couple DUT with a topical anti-androgen to stand the best chance of retaining your juvenile hairline deep into adulthood.
