Most likely due to frame. Contrary to what one might initially believe having a wider frame will make you appear taller than you are whilst having a narrow frame will make you appear shorter. A good wide set of shoulders will give a larger appearance and will make people guess you to be a smidge taller than you actually are. You can "look tall" without actually being tall and vice versa, it's how you sometimes get people claiming to be giga tall on TikTok without actually being tall, it's because they "appear tall" and sell the look.

As a personal anecdote I've been working out my shoulders and have gained a bit of mass, despite my height not changing at all everyone around me was convinced I had some sort of a growth spurt and was saying I "looked taller", even checking their heights up against mine just to see if there really was a change or not. No one ever commented on the fact that my shoulders were merely broader and assumed it was my height that had changed.

Train your delts, lateral dumbbell raises are a tried and true method. Here's a good video I followed when starting.

Shoulders, and the things around him are overall much larger which could contribute to the illusion that he is shorter looking
