Usually isolated breeding. Get two parents that both have copies of the faint eyebrow genes and gingery pale skin and you see it in their offspring.

I see it mostly in the cool northern climates (Scotland, Norway, iceland, northern finland etc) as i guess they didn't need thick dark brows to protect them from the UV rays that far north.
