Sure support for political parties may fluctuate a little bit but for the most part it never changes. You almost always know that party X will get roughly X amount of support. And in the event that for some reason a party doesn't, it's because a portion of it's voters bailed over to some other very similar knockoff party instead that is basically the same anyway.

If voters were not NPCs then they would experiment with lots of different parties. But they don't so it's always the same old same old. Even under horrid circumstances voters won't typically changer their voting patterns.
