There is potential, you still young and puberty is not over but focus on getting leaner and more muscular by hitting the gym,sleep at least 9 hours , avoiding proceeded foods ,also add raw dietary products like Milk eggs ,meat and take melatonin before sleep alongside with GABA for maximise natural hgh hormone
Also debloat using potassium chloride supplement and minimise salt
The eye area is gooood

Also train neck and masseter first with weighed neck curls second with jaw trainers
