Ask him what's he'd do. Cleaning up the hairs around your eyebrows reduce some of the "scruffiness" is a good idea. Just make sure that he doesn't try to give them a shape that's contrary to the natural curve you already have.

Depends on what your eyebrows look like obviously.
If they are bushy pluck some eyebrow hair.
If they are thin use oils to trigger growth.
If they are light colored, dye them.

Dont do it she'll fucking ruin them and make them look feminine. You want full dark eyebrows
